Most of the time in the IT and related fields a degree only means getting the interview scheduled with HR. After that is totally reliant upon the experience gained in the related field(s).
Depending on his experience he may be able to start out as an entry level Administrator or maybe even score a management level type job. However, remember it is dependent on what he did in Brazil. Also, what is he interested in? Network design? Databases? Software design? Graphic design? End user support? That will have a big effect on where he goes.
